Yes, you can create a collaborative playlist on Spotify with another person. Here's how:

1. Open Spotify and log in to your account.
2. Click on "Your Library" on the left side of the screen.
3. Click on "Playlists" in the drop-down menu.
4. Click on "Create Playlist" at the bottom of the screen.
5. Give your playlist a name and description, then click on "Create."
6. Now, go to your new playlist, and click on the three-dot icon (...).
7. Click on "Collaborative Playlist" in the drop-down menu. Now, your playlist is collaborative.
8. To share the playlist with someone else, click on the three-dot icon (...) again.
